What counts as “fully insured”?

Employment or self-employment that provides complete social insurance coverage

Employment (Unselbständige Beschäftigung)

Fully insured employment means:

  • You earn above the minor employment threshold (Geringfügigkeitsgrenze)
    • 2025: €551.10 per month
    • 2024: €518.44 per month
  • Your employer registers you with ÖGK (Austrian Health Insurance Fund)
  • You have complete social insurance coverage:
    • Health insurance (Krankenversicherung)
    • Accident insurance (Unfallversicherung)
    • Pension insurance (Pensionsversicherung)
  • You receive an e-card as proof of insurance

Self-Employment (selbständige Erwerbstätigkeit)

Fully insured self-employment means:

  • You are officially registered as self-employed in Austria
  • Your annual income exceeds the SVS insurance threshold
    • 2025: €6,613.22 per year
    • 2024: €6,221.28 per year
  • You pay contributions to SVS (Social Insurance for Self-Employed)
  • You have proper business registration:
    • Trade license (Gewerbeschein) for regulated businesses, OR
    • Tax number for “new self-employed” (Neue Selbständige)

What Does Not Qualify

  • Minor employment (geringfügige Beschäftigung) below the threshold
  • Volunteer work
  • Unpaid internships
  • Cash-in-hand work without proper registration
  • Informal freelance work without SVS registration
  • Free voluntary insurance without qualifying income
